dc.description.abstractIt is compulsory for organizations to create an organizational structure that is flexible enough to adopt and implement new technologies rapidly and effectively. In this sense, since all technologies are created by humans and all technologies is used by humans, human resources practices come to the fore. In this frame, leadership plays the most crucial role. Today, modern leadership styles such as sustainable leadership, strategic leadership, ethical leadership and transformational leadership are among the most effective leadership styles in modernizing and thus creating effective and long-lasting HR practices so as to delay the process of entropy. On the other hand, in public sector it is more difficult to modernize the HR practices than in private organizations, since the organizational structures are more rigid and the employees feel techno-stress more than the employees in private organizations. © 2026 by IGI Global Scientific Publishing.
