OSMANLI İMPARATORLUĞU’NUN SON YILLARINDAKİ TÜRK KİMLİĞİ İNŞASININ SOSYAL İNŞACILIK TEORİSİ BAĞLAMINDA DEĞERLENDİRİLMESİ

Abstract

Sosyal inşacılık, siyaset bilimi ve uluslararası ilişkiler disiplini içerisinde ana akım teorilere bir eleştiri olarak ortaya atılmış teorilerden biridir. Aktörler ve yapılar arasındaki sosyal ilişkinin her daim var olduğunu ve kimliğin böyle şekillendiğini, aktörler tarafından paylaşılan fikirlerin siyasi ve sosyal yapının bir belirleyicisi olduğu görüşüne sahip olarak sosyal inşacılık, sistemlerin kendiliğinden olan değil, inşa edilen sosyal yapılar olduğuna inanır. Bu noktada birçok kimlik siyasi aktörler tarafından çeşitli yollarla inşa edilmiştir. Ümmet temelli bir imparatorluk olan Osmanlı İmparatorluğu’nda devletin kimliği yüzyıllar boyunca din üzerinden inşa edilmiştir çünkü çok ulusluluk ortak payda olarak dini temel almayı gerektirmiştir. 19.yüzyılda dünyada yayılan milliyetçilik akımlarının etkisi ile kimlikler daha çok milliyetler üzerinden tanımlanır olmuştur. Bu noktada İmparatorluğu bir arada tutarak dağılmasını önlemek amacıyla farklı görüşler ortaya atılmıştır. Osmanlıcılık ve İslamcılık kolektif bir kimlik yaratmak konusunda başarısız olunca, Osmanlı’da da çoğunluğu oluşturan Türk tebaa devleti daha çok Türk kimliği üzerinden tanımlamış, ileri gelen devlet adamları devletin kurtuluşunu bunda bulmuş ve Türk kimliğini yeniden inşa etmeye çalışmışlardır. Bu anlamda Türkçülük Osmanlı’nın son dönemlerine damga vuran bir düşünce akımı olarak toplumsal ve kolektif kimliği Türk kimliği üzerinden tanımlayan bir düşünce akımı olmuştur. Bu akım, daha sonra yeni Türkiye Cumhuriyeti’nin ideolojisini de oldukça etkilemiş ve özellikle Türk dili ve tarihi üzerine yapılan çalışmalara temel oluşturmuştur. Bu çalışmanın amacı, Osmanlı İmparatorluğunun son dönemlerindeki Türk kimliği inşasını sosyal inşacılık teorisi üzerinden değerlendirmek, bu bağlamda örnek olabilecek olayları ortaya koymaktır.Social constructivism is one of the theories that was put forward as a critique of mainstream theories. Having the view that the social relationship between actors and structures has always existed and identity is shaped in this way, and that the ideas shared by the actors are a determinant of the political and social structure, social constructionism believes that systems are social structures that are built, not spontaneous. At this point, many identities have been constructed by political actors in various ways. In the Ottoman Empire, which was an umma-based empire, the identity of the state was built on religion for centuries because multi nationality required a religious basis as a common denominator. In the 19th century, with the effect of nationalist movements that spread throughout the world, identities were defined mostly through nationalities. At this point, different views were put forward in order to prevent the disintegration of the Empire by keeping all nations together. When Ottomanism and Islamism failed to create a collective identity, the Turkish state, which constituted the majority in the Ottoman Empire, was defined mostly through the Turkish identity, and prominent statesmen found the salvation of the state in this and tried to reconstruct the Turkish identity. In this sense, Turkism, as a current of thought that marked the last periods of the Ottoman Empire, became a current of thought that defines social and collective identity through Turkish identity. The aim of this study is to evaluate the construction of Turkish identity in the last periods of the Ottoman Empire through the theory of social constructionism and to reveal the events that can be exemplified in this context.
