| dc.description.abstract | Bu araştırmada, kentsel tasarımın katılımcılık ve demokrasi gibi gelişkin yönetim kültürleri bağlamında toplumun gelişimindeki rolü incelenmektedir. Bunun için Türkiye ve İstanbul toplumsal belleklerinde önemli tarihi yeri olan Taksim Meydanı için düzenlenen Taksim Kentsel Tasarım Yarışması vaka çalışması olarak ele alınmıştır. Yarışma sürecinde edinilen deneyimlerden proje uygulama sürecini tanımlayan konular araştırılmıştır. Araştırmanın amacı; kentsel tasarım tanımını yapmaktan ve Taksim Kentsel Tasarım yarışmasının sonuç projelerine odaklanmaktan çok yarışma süreci üzerinden kentsel tasarım alanının bilgisinin katılımcılıkla ilişkiler ağının ortaya koyduğu çok disiplinli yapının incelenmesidir. Kentsel tasarım yarışmalarının kapsam analizi ile belgelenmesi ve süreç yönetiminin incelenmesi ve analizlerinin yapılması çok disiplinli yapısı ve ruhu olan mekan pratiğinin ve kentsel tasarım disiplininin kurumsallaşması açısından katkı vericidir. Birincil inceleme kaynağı olarak "konkur.İstanbul" websitesi ve ilgili youtube adresi kullanılmış, makale ve tezler taranmış, yarışma katılımcıları ile kişisel görüşmeler yapılmış, İstanbul Büyükşehir Belediyesi Kültür Varlıkları Dairesinden yazılı cevaplar alınmıştırtır. Literatürdeki kaynaklar incelenmiş olup çalışma kapsamında ele alınan tasarım, tasarım yönetimi, proje yönetimi, demokrasi, katılımcılık ve küreselleşme kavramları tanımlanmış ve tezin ilgili kısımları için kuramsal ve terimsel altyapı oluşturulmuştur. Oluşturulan belge derleme altyapısı sonrasında yarışma öncesi, sonrası ve yönetim sürecine dair yazılar ve görüşmeler kullanılarak derleme çalışması gerçekleştirilmiştir. Derleme yöntemi ise belli başlıklarda sınıflandırılarak konu bazlı ardışık sıralanarak oluşturulmuştur. Oluşturulan bulgulardan da katılımcılığın toplumun gelişimi bağlamındaki sonuçlarına ulaşılmış, oylama ile seçilen projenin, proje yönetimine dair önerilerde bulunulmuştur. Küreselleşme çağında öne çıkan küresel kent olma yarışında ülke belleği ve yerelleşme gözetilerek katılımın teşvik edilmesi öne çıkmaktadır. Bu yarışma da idareye birçok fikir elde etme olanağı sağlamıştır. Birinci olan projenin uygulanma sürecine girmesi diğer fikirleri kapsam dışı bırakmadan nasıl bir çözüm bulunabileceği sorgulanmıştır. Katılan diğer ekiplerden de birinci seçilen proje ekibine katkı sağlanmasının olanaklarını incelemek katkı verici bir boyut olarak ele alınmıştır. Çeşitli uzmanlık gruplarının katılımlarının sağlanabileceği bir ortamın dinamikleri ve yaklaşımları ele alınmıştır. İçe kapalı idare ile tasarımcı ortamlarının darlığı ile katılımcı süreçler ile kentlilere açıldığı özgür iletişim ortamları süreçte önem arzetmektedir. İletişim ve etkileşim ortamları yüz yüze ya da çevrimiçi iletişim kurulduğu atölye çalışmaları, onaylama, yorumlama, görüş bildirme, tepki ölçümü vb. ifade teknikleri geliştirilmeli ve bir süreç oluşturulmalıdır. | en_US |
| dc.description.abstract | In this research, the role of urban design in the development of society in the context of advanced management cultures such as participation and democracy is examined. For this reason, the Taksim Urban Design Competition organized for Taksim Square, which has an important historical place in the social memories of Turkey and Istanbul, is considered as a case study. The subjects that define the project implementation process from the experiences gained during the competition were investigated. Purpose of the research; rather than defining urban design and focusing on the final projects of the Taksim Urban Design competition, it is the examination of the multidisciplinary structure revealed by the knowledge of the urban design field and the network of relations with participation through the competition process. Documenting the urban design debates with scope analysis and examining and analyzing the process management contributes to the institutionalization of the practice of space and urban design discipline, which has a multi-disciplinary structure and spirit. The "konkur.Istanbul" website and the relevant youtube address were used as the primary review source, articles and academic theses were scanned, personal interviews were held with the contest participants, and written answers were received from the Istanbul Metropolitan Municipality Cultural Heritage Department. The sources in the literature were examined, and the concepts of design, design management, project management, democracy, participation and globalization, which were covered in the study, were defined and a theoretical and terminological infrastructure was created for the relevant parts of the thesis. After the document compilation infrastructure was created, the compilation study was carried out by using the articles and interviews about the pre-competition, post-competition and management process. The compilation method, on the other hand, was formed by categorizing under certain headings and sequentially ordering them on the basis of subjects covered by the participants. From the findings, the results of the participation in the context of the development of the society were reached, and suggestions were made about the project management of the project selected by voting. In the race to ascend and maintain to a global city status, which stands out in the era of globalization, encouraging participation by considering country memory and localization comes to the forefront. This competition also provided the administration with the opportunity to obtain many ideas and approaches for reinstigating Taksim as an urban core. It has been questioned how a solution can be found before the first project enters the implementation process without excluding other ideas. Examining the possibilities of contributing to the first selected project team from the other participating teams was considered as a contributing dimension. The dynamics and approaches of an environment in which the participation of various expert groups can be ensured are discussed. With the narrowness of the introverted administration and designer environments, participatory processes and free communication environments opened to the citizens are important in the process. Communication and interaction environments include workshops where face-to-face or online communication is made, information, opinion, interpretation, approval, etc. expression techniques should be developed and a process should be established. | en_US |
