LANDSCAPE ARCHITECTURE EDUCATION POLICY

Abstract

The conflict between the use of the world's resources and development goals has created significant pressures on the sustainable development of human settlements. This situation has increased the duties and responsibilities of spatial planning and design disciplines about creating sustainable living spaces.As a spatial planning and design discipline, the landscape architecture profession works on the creative transformation of the natural and built environment. In addition, the profession should also provide spatial solutions suitable for science, policies, institutional organizations, resources owned by the community, the way these resources are evaluated and their changes over time. The training of landscape architects who will present these solutions should be integrated into the conditions created by the complex problems facing the world. The process of policy-building in landscape architecture education has come into the agenda due to the need to determine the minimum qualifications in landscape architecture education in line with both national and international standards as well as to the need to create a national policy for increasingly changing/transforming student profile and institutional approaches.The present Landscape Architecture Education Policy, prepared by the Council of Heads of Landscape Architecture Schools of Turkey, is a roadmap for updating itself within the framework of changing national and international dynamics, and for building the future of both education and the profession. In the study; the need for a landscape architecture education policy, the process of emergence of the text and the explanation of this process, the purpose and scope of the policy, its foundations, its vision, its equivalents in higher education, the basic criteria for opening a new program and the accreditation are discussed.The policy text, which aims at the definition of guiding principles with critical mind and stakeholder involvement and the provision of visibility and recognition of strategies and guiding principles and, which will be updated at appropriate intervals, is intended to contribute to the current and future situation of landscape architecture education.Dünyanın sahip olduğu kaynakların kullanımı ile kalkınma hedefleri ve arasındaki çelişkiler, insan yerleşimlerinin sürdürülebilir gelişimi üzerinde önemli baskılar yaratmıştır. Bu durum, mekan planlama ve tasarım disiplinlerinin sürdürülebilir yaşam alanlarının oluşturulması konusundaki görev ve sorumluluklarını arttırmıştır. Bir mekan planlama ve tasarım disiplini olarak peyzaj mimarlığı mesleği, doğal ve yapılı çevrenin yaratıcı biçimde dönüşümü üzerine çalışmalar yürütmektedir. Ayrıca peyzaj mimarlığının bilimsel düzey, politikalar, kurumsal organizasyonlar, toplumun sahip olduğu kaynaklar ve bu kaynakların değerlendirme biçimlerine ve bunların zaman içindeki değişimine uygun mekânsal çözümler sunması da gerekmektedir. Bu çözümleri sunacak olan peyzaj mimarlarının aldıkları eğitimin, dünyanın karşı karşıya olduğu kompleks problemlerin yarattığı koşullara entegre olarak gelişmesi gerekmektedir. Peyzaj mimarlığı eğitiminde politika oluşturma süreci, gerek dünya gerekse ülke koşullarında olması gereken peyzaj mimarı profilinin eğitimindeki asgari niteliklerinin belirlenmesi ve giderek değişen/dönüşen öğrenci profili ve kurum anlayışlarına yönelik ulusal bir politika metninin oluşturulması ihtiyacı sebebi ile gündeme gelmiştir. Türkiye Peyzaj Mimarlığı Bölüm Başkanları Konseyi tarafından hazırlanan peyzaj mimarlığı eğitim politikası metni, Peyzaj Mimarlığı meslek disiplininin değişen ulusal ve uluslararası dinamikler çerçevesinde kendini güncellemesi ile hem eğitiminin hem de geleceğinin kurgulanmasına yönelik bir yol haritasıdır. Çalışmada; peyzaj mimarlığı eğitim politikasına ihtiyaç duyma nedenleri, metnin ortaya çıkış süreci ve bu sürecin açıklanması, politikanın amaç ve kapsamı, dayanakları, vizyonu, yüksek öğretimdeki karşılıkları ile bölüm açmak için temel ölçütler ve akreditasyon ele alınmaktadır. Eleştirel akıl ve paydaşlarla işbirliği içinde rehber kuralların tanımlanmasını, stratejiler ve rehber kuralların görünürlük ve tanınırlığının teminini hedefleyen ve uygun aralıklarla güncellenecek olan politika metninin, peyzaj mimarlığı eğitiminin günümüzdeki ve gelecekteki durumuna katkı koyması amaçlanmıştır.
