dc.description.abstractAvrupa Birliği ülkeleri Gümrük Birliği anlaşması kapsamında Türkiye’nin en önemli ticari ortakları olarak karşımıza çıkmaktadır. Çalışma kapsamında, Gümrük Birliği anlaşması doğrultusunda Avrupa Birliği ülkelerinden doğrudan yabancı yatırımlar ve ithalat yoluyla sağlanan teknoloji transferinin Türkiye’nin Avrupa Birliği ülkelerine ihracatı üzerindeki etkileri panel veri analizi vasıtasıyla analiz edilmiştir. Analizler sonucunda, Türkiye’ye AB ülkelerinden yapılan doğrudan yabancı yatırımlar ve ithalat vasıtası ile gerçekleştirilen teknoloji transferinin Türkiye’nin AB ülkelerine olan ihracatına pozitif etkisi olduğu tespit edilmiştir. Bununla birlikte, Türkiye’nin teknoloji transferi noktasında ithal eden değil ihraç eden bir ülke konumuna gelebilmesi, mevcut politikaların Ar-Ge yatırımlarını teşvik etmesi ve sanayi – üniversite işbirliklerinin artması ile mümkün olabilecektir. Türkiye’de halen Ar-Ge merkezi ve teknoloji transfer ofislerinin sayısının olması gerekenin çok altında bulunduğu görülmektedir. Bu merkezlerin sayısının ve niteliklerinin arttırılması ile Türkiye’nin hem teknoloji transfer eden hem de dışarıya teknoloji ihraç eden bir ülke konumuna gelebileceği ve ekonomik refahının daha fazla artacağı düşünülmektedir.
dc.description.abstractEuropean Union countries appear as Turkey's most important trade partners within the Customs Union agreement. It is analyzed the effects of technology transfer provided through direct foreign investments and imports from European Union countries in line with the Customs Union agreement on Turkey's exports to European Union countries by panel data analysis in the paper. As a result of the analysis, it has been determined that technology transfer through direct foreign investments and imports to Turkey from EU countries have a positive effect on Turkey's exports to EU countries. Moreover, current policies encouraging R&D investments and increasing industry-university collaborations will enable Turkey to become an exporting country rather than an importer in terms of technology transfer. It is seen that the number of R&D centers and technology transfer offices is still very low in Turkey. It is thought that Turkey can become a country that both transfers technology and exports technology to abroad, and its economic prosperity will increase further by increasing the number and qualifications of R&D centers.
