Evaluation of the Georgian Dream Party Leader Bidzina Ivanishili In Terms of Constructive Institutionalism

Abstract

Integrating academic debates into theoretical texts makes conceptual analysis more applicable. Composing current events with theory significantly affects the outcomes of a study. In this regard, the capacity of theories to reproduce themselves enhances their ability to analyze contemporary issues. Within institutionalist theory, there exists a new approach that goes beyond the variants of new institutionalism and develops a more refined institution actor relationship. Known in the English literature as constructivist institutionalism, this theoretical approach—referred to in Turkish as inşacı kurumsalcılık or yapılandırmacı kurumsalcılık—has its intellectual roots in a 1998 study, but its comprehensive analysis was presented by Colin Hay in 2008. This study aims to first explain constructivist institutionalism, a relatively young and intellectually promising approach within the institutionalist tradition, and then to examine the new perspective it offers by analyzing the recent political developments in Georgia. We argue that this theory has a high explanatory capacity in accounting for rising leadership behaviors and the dynamic political strategies of leaders in global politics. Furthermore, the study will emphasize the importance of these younger theoretical revisions in terms of their potential to explain fast-changing political realities. In addition, this study seeks to explore ways of conceptualizing informal leadership as a significant independent variable in processes of institutional change within the theoretical framework. In doing so, it aims to demonst rate that leaders exert influence not only through their formal institutional roles but also through their extra-institutional capacities to shape political outcomes. In order to address this theoretical shortcoming, the study selects Bidzina Ivanishvili as a case study within the context of Georgian politics.Akademik tartışmaları, kuramsal metinler içerisine entegre edebilmek, kavramsal analizi daha uygulanabilir hale getirmek tedir. Özellikle güncel olayların analizini teoriyle kompoze hale getirmek, çalışmanın çıktılarını önemi ölçüde etkilemektedir. Bu açıdan teorilerin kendini yeniden üretmesi, güncel meselelere dair analiz yeteneklerini arttırmaktadır. Bu anlamda kurumsalcı teori içerisinde, yeni kurumsalcı varyantların da ötesinde bir kurum – aktör ilişkisi geliştiren yeni bir teori mevcuttur. İngilizce teorminolojide conructivist institutionalism ismiyle literatürde yer edinen, inşacı kurumsalcılık olarak Türkçeye çevrilebilen bu teorik yaklaşımın, entelektüel kökenleri 1998’deki bir çalışmaya dayansa da kapsamlı analizi 2008’de Colin Hay tarafından yapılmıştır. Bu çalışma, “inşacı kurumsalcılık” (constructivist institutionalism) olarak tarafımızca Türkçeye çevrilmiş olan ve kurumsalcı yaklaşım içerisinde genç ve ufuk açıcı olduğuna inanılan bu teorik yaklaşımı önce açıklamayı sonra da bu teorinin katmış olduğu yeni perspektifi Gürcistan’ın yakın dönem siyaseti temel alınarak incelemeyi hedeflemektedir. Küresel siyasette yükselişte olan lider davranışları ve liderlerin dinamik siyaset yapma tarzını açıklama kapasitesini yüksek gördüğümüz bu teori aynı zamanda, teorilerin genç revizyonlarının dinamik sahayı açıklama kapasiteleri açısından önemli olduğu vurgulanacaktır. Ayrıca bu çalışma, teori içerisinde informel lideri, kurumsal değişimde önemli bir bağımsız değişken olarak ele almanın yollarını arayacaktır. Böylece liderlerin yalnızca kurumsal kimlikleri ile değil kurum dışı olarak etkileme kapasiteleri ortaya konacaktır. Teorinin kendi içindeki bu eksikli ğini gidermek amacıyla Gürcistan siyasetinde İvanişvili örnek olarak seçilmiştir.
