SOCIAL WEALTH: GOVERNANCE-MARKET RELATIONSHIP IN ISLAM

Abstract

Economic events have been on the agenda throughout world history due to their nature of affecting societies in all areas. There have been various economic systems that have dominated the world, both nationally and internationally. However, system models that are devoid of the spiritual culture and faith values ??of societies have caused various problems by not being able to adapt to the structure of the society. Because, the successful results of the systems in question in societies are dependent on their being related to the historical and cultural values ??of the societies. Cengiz Kallek published his work titled “Social Wealth: The Relationship between Administration and Market in Islam”, which he shaped within the framework of his doctoral thesis, during a period when the problems brought by the dominant conventional economic system today had become almost problematic. His research, which he wrote regarding the problems faced by Muslim societies and which is an analysis based on the Islamic economic system, has positioned the Age of Bliss at the center. In this context, the author, who examines the conventional economics and Islamic economic system in terms of their differences, has focused on the state and market relationship. He has contributed to the studies of the field of Islamic economics, which has recently taken on a dynamic structure again, with a research that does not limit itself to the past but also takes into account the economic conditions of the current period. In fact, he foresaw the necessity of building a new system parallel to the current conditions, based on a caliphate-centered economic doctrine, as the duty of Muslims today.İktisadi hadiseler, toplumları tüm sahalar boyutunda etkileyen bir niteliğe sahip olmalarına binaen dünya tarihi süresince gündemde yer almıştır. Dünyada gerek ulusal gerek uluslarası ölçekte hâkim olan çeşitli iktisadi sistemler mevcut olmuştur. Ancak, toplumların manevi kültür, inanç değerlerinden yoksun sistem modelleri, toplum yapısıyla uyum sağlayamaması suretiyle çeşitli problemlere yol açmıştır. Zira, söz konusu sistemlerin toplumlar özelinde başarılı sonuçlar elde etmesi, toplumların tarihi kültürel değerleri ile ilişkili olmasına tabidir. Cengiz Kallek, doktora tezi çerçevesinde şekillendirdiği “Sosyal Servet: İslâm’da Yönetim-Piyasa İlişkisi” adlı eserini, günümüz hâkim konvansiyonel iktisat sisteminin beraberinde getirdiği problemlerin adeta bir sorunsal haline dönüştüğü dönemde yayımlamıştır. Müslüman toplumların karşı karşıya kaldığı problemlere yönelik olarak kaleme aldığı, İslam iktisadi sistemi üzerinden bir çözümleme niteliğindeki araştırması, Asr-ı saâdet devrini merkezde konumlandırmıştır. Bu doğrultuda bir nevi konvansiyonel iktisat ve İslam iktisadi sistemini farklılaşmaları yönünden ele alan yazar, devlet ve piyasa ilişkisi üzerinde yoğunlaşmıştır. Son dönemde yeniden dinamik bir yapıya bürünen İslâm iktisadı sahası çalışmalarına, salt geçmişle sınırlandırmadığı, mevcut dönemin iktisadi şartlarını da göz önünde bulundurduğu bir araştırma ile katkıda bulunmuştur. Nitekim, günümüzde Müslümanların vazifesi olarak, hilafet-merkezli bir iktisadi doktrinden yola çıkılması suretiyle mevcut şartlar ile paralel yeni bir sistem inşa etmenin gerekliliğini öngörmüştür.
