Modernleşme Islahat Fermanlar Kamu Diplomasisi Bürokrasi THE EFFECTS ON THE PUBLIC OF MODERN TRANSFORMATION EVOLUTIONS IN OTTOMAN EMPIRE

Abstract

How the periodic developments that led to the modern transformational stages in the Ottoman Empire came about and how it was developed by whom and in what environment is of greater importance. Those who manage public diplomacy in Ottoman modernization have taken some reformist steps and decided that they should be particularly concerned about those who are in distress. However, these actions, which have been the primary goal of the liberation of the state, have not been understood by the people and have been ignorant. It has been seen that the breakdown of the continuous process has reduced the wellbeing of the modern transformational movements and in this sense the demands of the society and the bureaucracy have not seemed to respond to each other at largeOsmanlı imparatorluğunda modern dönüşüm evrelerine sebep olan dönemsel gelişmelerin nasıl ortaya çıktığından ziyade kimler tarafından ve hangi ortamda geliştirildiği daha büyük önem arz etmektedir. Osmanlı modernleşmesinde kamu diplomasisini yönetenler, reformist bazı adımlar atarak özellikle sıkıntı içerisinde olan kesimler üzerine eğilinmesi gerektiği yönünde kararlar almışlardır. Ne var ki devletin kurtarılmasının birinci amaç haline getirildiği bu hareketler halk tarafından anlaşılamamış ve yadırganmıştır. Sürecin halktan kopuk olması modern dönüşüm hareketlerinin sıhhatini azaltmış, bu anlamda toplum ve bürokrasinin talepleri büyük oranda birbirine karşılık vermediği görülmüştür.
