dc.description.abstractUluslararası ilişkilerin temel konularından biri olan güvenlik çalışmalarının devlet merkezli bakışı zamanla yerini kültür, toplum, insan ve çevrenin de ele alındığı inşacı yaklaşımlara bırakmıştır. Bu makalede, Doğu Akdeniz’deki devletlerin birbirleriyle olan tarihsel geçmişleri kapsamında şekillenen politikaları incelenirken, devletlerin bölgeye neden enerji açısından baktıkları, iklim değişikliğini göz ardı ederek neden bütünsel ve sürdürülebilir bir koruma programı oluşturmadıkları ve tüm bunların stratejik kültürle olan bağı tartışılmaktadır. Çalışma daha önce Doğu Akdeniz havzasının stratejik kültür kuramı ile ele alınmamış olması ve ulusların kültürel kodlarının Doğu Akdeniz havzasının politikalarına etkilerinin incelenmemesi sebebiyle önem arz etmektedir. Çalışmada nitel araştırma yöntemi kullanılmış, literatür kapsamında kuramsal çerçeve tartışılmış, bölgenin jeopolitik önemini vurgulamak adına enerji meselesi incelenmiş, son olarak göz ardı edilmiş olan iklim değişikliği sebepli su sıkıntısı üzerinde durulmuştur. Makalede, Doğu Akdeniz’in geleceğinin kültürel kodlarla hareket eden liderlerin politikaları kapsamında şekillendiği, bu nedenle sürdürülebilir ve kalkınmacı bir iklim politikası yerine çıkar amaçlı enerji politikalarına yönelik adımların atılacağı sonucuna ulaşılmıştır.
dc.description.abstractThe state-centered view of security studies, which is one of the fundamental issues of international relations, has gradually been replaced by constructivist approaches in which culture, society, people and the environment are also discussed. In this article, while examining the policies of the states in the Eastern Mediterranean within the context of their historical past, it is discussed why the states look at the region in terms of energy, why they do not create a holistic and sustainable conservation program by ignoring climate change, and their connection with strategic culture. The study is important because the Eastern Mediterranean basin has not been handled with the strategic cultural theory before and the effects of the cultural codes of nations on the politics of the Eastern Mediterranean basin have not been examined. The qualitative research method was used in the study, the theoretical framework was discussed within the scope of the literature, the energy issue was examined in order to emphasize the geopolitical importance of the region, and finally, water shortage due to the ignored climate change was emphasized. In the article, it was concluded that the future of the Eastern Mediterranean is shaped within the scope of the policies of leaders who act with cultural codes, and therefore, steps will be taken towards profit-oriented energy policies instead of a sustainable and developmental climate policy
